With winter approaching and farmers in neighbouring Punjab and Haryana already beginning to burn crop stubble, the Delhi government has said they may be forced to take harsh steps, like approaching courts, if the state governments do not take effective measures to control it.

Delhi Environment Minister, Imran Hussain, said this on Monday amid reports of stubble burning in the neighbouring states.
